Central Administrative Tribunal stays limted IPS exam

The Cuttack bench of the Central Administrative Tribunal (CAT) on Monday imposed a stay on the Indian Police Services Limited Competitive Examination (LCE) 2012, which was scheduled on May 20.
The CAT bench gave the direction in response to a batch of petitions filed by state police officers praying to quash the examination, which was introduced by the Union Public Service Commission (UPSC) this year.

Some DSP-rank police officers of Odisha had filed petitions, alleging that the "limited exam" conducted by UPSC to overcome shortage of IPS officers in the country will affect their careers. The petitioners alleged the exam would block promotion quota of Odisha Police Service (OPS) officers to IPS rank. Many of the DSP rank officers would not be able to appear the exam due to age limit constraints, they said. The petitioners alleged the exam was "arbitrary" and urged CAT to quash it.

Adjudicating the petitions, CAT had issued notice to the Union ministry of home affairs to file its reply to the matter but it did not respond. "CAT had issued notice to the centre government to file its reply but there was no response. The CAT heard the matter in detail and imposed a stay on the exam," said Aditya Das, the petitioners' counsel.

Recruitment to IPS is done through competitive examination from open market conducted by UPSC and promotion of state police service officers. While two-third of the vacancies is filled up through direct recruitment, the remaining is supposed to be filled up through the State Promotion Quota (SPQ). Last year, the Centre, with a view to overcome shortage of IPS officers and paucity of training facilities, decided to introduce a third method of recruitment by holding a 'Limited Competitive Examination (LCE)', in which only assistant commandants of central para-military forces (CPMF), captain and major or equivalent rank officers of defence services and deputy superintendent of police (DSP) of state police service having five years' experience and aged 35 years or less can appear.

"There being no direct recruitment of DSPs (stopped since 1976) in Odisha, there is no scope for recruitment from the state police into IPS through LCE. By the time sub-inspectors in the state reach the rank of DSP, they invariably cross the age of 35, which means they would never be eligible to appear for LCE," a police officer said.

CRPF WOMEN CONSTABLE

Woman constable found dead

A 27-year-old Central Reserve Police Force (CRPF) woman constable was found dead under mysterious circumstances inside the paramilitary force’s camp in Dwarka area of south west Delhi during the wee hours of Sunday morning, police said.
The deceased has been identified as Siuli Patra, who hailed from West Bengal’s North 24 Parganas district. She was presently posted with the 88 Mahila Battalion of CRPF and was staying at their barracks in Dwarka Sector 8.

“We received a call at police control room at around 5.30 am reporting that Siuli was found lying in a pool of blood by one of her colleagues.

“She was rushed to a nearby hospital, where doctors declared her as brought dead. She had suffered multiple gunshot wounds,” a police official said.
As no suicide note was recovered from the spot, police are investigating the matter under section 174 of the Code of Criminal Procedure (CRPC) to ascertain whether it was an accidental death or suicide.

“A crime team has inspected the spot and forensic experts collected samples.
“Post-mortem has also been conducted, but the exact cause behind her death can only be ascertained after we receive the report,” the official said.
Initial probe has also revealed that she was carrying her SLR (Self Loading Rifle) and was assigned to be on duty from 2 am to 4 am on the watch tower inside the camp.

“We have questioned many of her colleagues to ascertain the sequence of events,” the official added.

Siuli, along with some other women constables, was earlier moved from CRPF's 135 Battalion --based in Vikashpuri-- to 88 Mahila Battalion on April 7.
Police have informed her family members in West Bengal about the incident.

BSF WOMEN CONSTABLES

Gurdaspur, April 30
Aarti and Reena , BSF constables, have become the talk of the town. They displayed unusual valour in gunning down two Pakistani intruders, one of them 50 metres from the border fencing in the Dera Baba Nanak Sector, last evening.
A Pakistani cell phone and a SIM card were recovered from the encounter site.
Almost 24 hours after the incident, BSF officials here are cock-a-hoop over the feat of their women colleagues. The DIG, PS Bains, who was quick to reach the encounter site and hand over cash awards to the women constables yesterday, has written to the Director-General, BSF, New Delhi, urging him to felicitate the brave duo.
A senior BSF officer, pleading anonymity, said considering that it was the first incident of its kind, a gallantry award may be conferred upon the women constables by the President.
An elated Bains said: “These women showed exemplary courage. I salute my brave daughters as they did not panic at the sight of the intruders. On the contrary, they displayed nerves of steel. Aarti and Reena displayed both wisdom and strength.
“I am sure their feat will motivate other women working with the BSF at difficult terrains where no quarters are given and
none asked for.” Talking of one of the intruders, Aarti said he was well-built. “We asked him to surrender but he charged at us. We pumped four bullets into his body,” she recalled. Aarti hails from Tanda in Hoshiarpur district while Reena is a native of Baghapurana in Moga district. Both joined the BSF in 2008 and after 36 months of rigorous training, which included both tactical and weapon training, they were inducted into the 74th Battalion and given charge of the difficult border outpost in the Dera Baba Nanak Sector.
